National Safeguarding Board

Composition, meeting frequency, remit, and records of the NSB.

The NSB is the standing oversight body for safeguarding across Jesus Youth UK. It is operational + governance — not a volunteer working group.

National Safeguarding Board Members and Regional Safeguarding Representatives are appointed through a rigorous and transparent selection process, overseen by the National Council. Members will be vetted, with appropriate references and background checks carried out prior to appointment. Individuals will typically come from a social work, education, or related safeguarding background, ensuring they bring extensive knowledge and experience in safeguarding practice. All members will receive ongoing safeguarding training to remain up to date with statutory requirements and best practice guidance.

  • National DSL (chair)
  • Deputy National DSL
  • All Regional Safeguarding Leads
  • Lead Safeguarding Trustee
  • Recommended: one independent external member (e.g. a safeguarding professional from outside Jesus Youth — diocese, charity peer, or paid consultant). Independent voice prevents groupthink.

Meeting frequency

  • Quarterly standing meetings (minimum)
  • Ad-hoc meeting within 7 days for any serious incident or allegation
  • Quorum: National DSL (or Deputy) + at least 50% of RSLs + Lead Safeguarding Trustee

Remit

  • Develop, review, and update safeguarding policies and procedures in line with statutory guidelines
  • Organise and provide regular training sessions for staff and volunteers on safeguarding policies, procedures, and best practices
  • Promote awareness of safeguarding issues within the organisation and ensure that all members understand their responsibilities and procedures to follow in case concerns arise
  • Conduct initial assessments of reported concerns, ensuring appropriate actions are taken, including reporting to external authorities if necessary
  • Keep detailed, accurate, and secure records of all safeguarding concerns, reports, and actions taken; handle all reports and investigations with utmost confidentiality and sensitivity
  • Liaise with local safeguarding boards, child protection agencies, and law enforcement as needed
  • Regularly evaluate the effectiveness of safeguarding practices and policies within Jesus Youth UK; identify areas for improvement and implement changes to enhance safeguarding within the organisation
  • Review all allegations, serious incidents, and any concern that escalated past RSL
  • Review anonymised patterns from low-level concerns logs across regions
  • Audit regions on a rolling basis (each region reviewed at least every 18 months)
  • Approve annual safeguarding report to trustees
  • Recommend appointment / removal of National DSL, Deputy, and RSLs to trustees

  • Sensitive case discussions recorded in restricted section (DSL + chair access)
  • Decisions tracked with action owners and review dates
